The birth certificate of the metal
A material test certificate records the chemical and mechanical properties of a material, and EN 10204 is the European standard governing what those certificates must contain and who is entitled to sign them. The 2004 revision reduced the types to four, and the difference between them is not formatting. It is whether the numbers on the page describe the metal on your dock.

The line that matters is between 2.2 and 3.1. A 2.2 report contains real test results, which is why it looks reassuring, but those results may come from a reference heat rather than from the material supplied. For decorative or structural work of low consequence that is acceptable. For pressure piping, for regulated process systems, for anything where a deviation investigation might one day need to establish what the metal actually was, it is not, because it breaks the traceability chain at the first link.
Type 3.1 is the working standard for stainless process piping. The results are from the heat supplied and they are endorsed by a QA function within the manufacturer that is required to be independent of the manufacturing process. Type 3.2 adds a countersignature from a third-party inspector or the purchaser’s representative, which is specified where the consequence of a material error is severe enough to justify the cost and the lead time.
Why this bites harder in South Carolina than elsewhere
South Carolina’s manufacturing base carries an unusually high proportion of European ownership. The state’s Department of Commerce reports more than 160 German companies employing nearly 27,000 people, with German capital investment exceeding $4.1 billion since 2011, and that is one country among several. A great many plants here take their quality expectations from a parent organization that has always specified to EN 10204.
An American fabricator working mostly for American owners will not necessarily ask about it, because the domestic convention is a mill test report which is substantively similar to a 3.1 but is not labelled or structured as one. The mismatch surfaces at handover, when the receiving quality organization looks for a type designation that is not on the document, and the resolution at that point is slow: the tubing is installed, the heat numbers have to be traced backwards through the supply chain, and in the worst case the certificates cannot be reconstructed to the required type at all.
The fix is entirely procedural and costs almost nothing if it happens at the right moment. Establish at the order stage which certificate type the receiving organization requires, specify it to the supplier in writing, and check on receipt that what arrived carries the type designation rather than assuming it does.
The rest of the documentation package, and where it is kept
Material certification is one strand of a records package that has to survive the project and then survive the plant.
Weld records. Every weld identified, mapped to a drawing, with the welder or operator, the procedure, the machine, the parameters and the acceptance result. Coupons retained per the project convention. Orbital welding to AWS D18.1, with visual acceptance per AWS D18.2 for tube welds where that applies.
Procedure and performance qualification. ASME Section IX documentation for the procedures used and for the personnel using them, current and traceable.
Surface and passivation records. Surface finish specified and verified per ASME BPE, cleaning per ASTM A380, passivation per ASTM A967, with the method and the verification recorded rather than asserted.
Slope and drainability. Verified as built, not as designed. A line that was designed to drain and does not is a finding, and it is far cheaper to discover before insulation than after.
Pressure testing and code compliance. ASME B31.3 for process piping, with the fluid service category determined and documented, and B31.5 where refrigeration piping is in scope.

Are EN and ASTM stainless grades interchangeable?
Grades such as 1.4404 and 316L are close but not identical in composition limits, so a specification that names the EN grade is met by material certified to it or by material shown to meet both. The equivalence is documented rather than assumed.
What weld examination percentage does a European reviewer expect?
Often full borescope inspection of product-contact welds and a defined radiographic or dye penetrant sample, agreed at the start, rather than the minimum the American code allows. The percentage is written into the specification so that the bid and the package match.
How is the documentation package formatted for a European parent?

How are as-built drawings controlled?

The Qualified Person, and the document set nobody budgets for
There is one European requirement with no American counterpart at all, and it reshapes what a piping records package has to look like. In the European Union every batch released to market must be certified by a Qualified Person, typically a pharmacist or scientist with defined qualifications and personal legal responsibility for the certification. The FDA has no equivalent role.
That single structural difference changes the character of the documentation. An FDA investigator examines a quality system and samples its records to judge whether it is in control. A Qualified Person has to personally attest, batch by batch, that manufacture complied, and personal accountability produces a demand for records that are complete and self-evident rather than merely retrievable.
For process piping the practical consequences are narrow but real. Equipment qualification records supporting batches the QP certifies need to be complete and current rather than substantially complete. Changes to a system, including ones an American site would treat as like-for-like maintenance, need a change record the QP can follow. And the traceability chain from installed component back to material certificate has to be walkable by someone who was not on the project, which is exactly why the EN 10204 type designation matters as a label and not only as a set of test results.
None of this makes the piping different. It makes the handover package different, and it is much cheaper to assemble it in the right shape during the project than to reconstruct it afterwards for a person who is legally exposed by signing.
