A sanitary piping turnover package should let someone start from any single weld on a drawing and reach the welder, the procedure, the date, the examination result and the material heat – and start from a material heat and find every weld it appears in. Paul Industries delivers that documentation as standard on cGMP process piping installations nationwide.

Most packages are compliant. Fewer are usable. The difference only becomes visible during an investigation, which is the worst moment to discover it.

What the package has to contain

Document Source of the requirement What it lets you do later
Welding procedure specification and its procedure qualification record ASME Section IX Show the procedure was qualified for the material and thickness actually used
Welder performance qualification, current at the date of the weld ASME Section IX Show the individual was qualified when they made that weld, not merely at some point
Weld map and weld log, every weld identified ASME BPE Trace a suspect weld to a welder, a procedure, a date and an examination result
Examination records to the fluid service category ASME B31.3 Show the right proportion was examined for the service – Normal and Category M differ
Borescope records for internal weld examination ASME BPE Evidence internal weld quality, which cannot be judged from outside
Material test reports traceable to heat number ASTM A270, ASME BPE Tie installed material to its certification – what 21 CFR 211.184 relies on
Passivation record with acceptance test result ASTM A967 / A380 Evidence the 211.65(a) obligation that surfaces are not reactive or additive
Slope and drainability verification ASME BPE, project spec Show the system drains, which cleaning and sterilization depend on
Pressure test and cleanliness records ASME B31.3, project spec Close out mechanical integrity and handover condition
Instrument index with calibration certificates 21 CFR 211.68(a) Hand the calibration program to maintenance rather than leaving it to be invented

The two questions that separate real packages from paperwork

What percentage of weld identities were borescoped, and who witnessed it? A package can be complete and still rest on a small unwitnessed sample. Ask before award, not at handover.

Can you trace in both directions? Weld to material is the easy direction and most packages manage it. Material heat back to every weld it appears in is the direction that matters when a heat is questioned, and it is the one most often missing.

Related questions

What is a turnover package?

The complete documentation set handed over at the end of a piping installation – weld records, material certifications, examination results, passivation records, pressure tests and calibration certificates. It is the evidence base for obligations the owner carries for the life of the system, not merely a contractual deliverable.

What weld documentation is required for ASME BPE piping?

A qualified welding procedure specification with its procedure qualification record, current welder performance qualifications, a weld map and weld log identifying every weld, examination records appropriate to the fluid service category under ASME B31.3, and borescope records for internal examination of hygienic welds.

Why do material test reports need heat numbers?

Because traceability to heat number is what ties the installed material to its certification. If a heat is later questioned, the heat number is the only way to find every weld and every component it appears in. 21 CFR 211.184 relies on records identifying the materials used, and a certificate without traceability does not provide that.

What should I ask a contractor before award?

What percentage of weld identities will be borescoped and who witnesses it; whether traceability runs in both directions from weld to material and from material heat back to welds; which codes they work to by number rather than by name; and whether they self-perform or broker the work.

What is a weld map and why does it matter?

A weld map is the isometric drawing with every weld numbered, so a physical joint in the plant matches a row in the weld log. Without it the log is a list that cannot be tied to the system. It is the index that makes the rest of the package usable.

What belongs in a weld log?

Weld number, joint type and size, welder or operator identification, the welding procedure used, the machine and weld schedule for automatic welds, date, material heat numbers for both components, and the examination result. Anything less breaks traceability at some point in the chain.

How are orbital welds documented differently from manual welds?

Orbital welding produces a machine weld schedule and often a printed or logged record of the actual parameters for each weld, which becomes part of the record. Manual welds rely on the qualified procedure, the welder's qualification and the examination result. Both end up in the same log, but the evidence behind each row differs.

What is a coupon weld and why are coupons kept?

A coupon is a sample weld made under the same conditions as production welds, usually at the start of a shift, after a machine change or at a set frequency. It is cut, examined and retained as evidence that the setup was producing acceptable welds at that point in time.

What percentage of welds should be inspected?

There is no single answer, because the inspection rate is set in the project specification. A borescope examination rate is commonly agreed for internal weld inspection on product-contact tubing, with defined acceptance criteria and an escalation rule if a weld fails. The number matters less than the rule being written before work starts.

What does a borescope inspection actually check?

Internal weld bead condition, penetration, concavity, misalignment, discolouration from inadequate purge and any inclusion or crevice on the product-contact side. The criteria come from the project specification, commonly referencing ASME BPE acceptance illustrations. Photographs are retained against the weld number.

How is a material substitution documented during installation?

Through a written deviation or substitution request approved before installation, with the substitute material certification attached and the drawings updated. Substitutions made in the field and reconciled afterwards are where traceability most often breaks.

What is the difference between a material test report and a certificate of conformance?

A material test report gives actual measured results for that heat, including chemistry and mechanical properties. A certificate of conformance only states that the item meets a standard. For product-contact stainless in cGMP piping, the test report is what supports the claim.

Should surface finish be documented, and how?

Yes. The specified internal roughness average is recorded with the measurement method and the locations sampled, plus the mill certification for the tubing finish. Where electropolishing is specified, the electropolishing certificate and any post-polish measurement belong in the package.

What passivation records belong in a turnover package?

The procedure used, the chemistry, concentration, temperature and contact time, the applicable ASTM A967 treatment, the rinse-water acceptance results and the verification test evidence. Where an in-place passivation was done, the isolation boundary and reinstatement list belong with it.

What pressure test records are required?

The test procedure, medium, test pressure and hold time, the calibrated gauge identification and its calibration certificate, the boundary of the tested system, the result, and the signature of who witnessed it. A test record without the gauge calibration is not defensible.

Why does gauge calibration matter in a turnover package?

Every recorded measurement is only worth the instrument that took it. A pressure test, a temperature chart or a roughness reading taken on an uncalibrated instrument proves nothing. Calibration certificates covering the test date are part of the package, not an afterthought.

What is a slope and drainability verification?

It is documented evidence that installed lines fall toward their drain points at the specified rate and hold no pooled liquid. It is taken after installation and support adjustment, recorded per line against the drawing, and it is the item most often missing from otherwise complete packages.

What should a line list contain?

Each line identified by number, with service, size, material specification, design conditions, insulation requirement, test pressure, slope requirement and the drawing it appears on. It is the spine the rest of the documentation hangs from.

What are as-built drawings and how do they differ from design drawings?

Design drawings show intent. As-builts show what was actually installed, including field routing changes, added supports, relocated valves and revised tie-in points. Handing over unmarked design drawings is the single most common reason a package fails its first real use.

What does a turnover package need for valves and instruments?

Tag numbers matching the drawings, manufacturer data sheets, material certificates for product-contact components, calibration records for instruments, and the installed location. Elastomer material certificates matter because they are a product-contact surface with their own regulatory exposure.

Should the turnover package include the purge gas records?

Where a purge was required, the gas grade certificate and the purge verification method belong in the record. Inadequate purge is a common root cause of internal weld discolouration, so the evidence that purge was controlled supports the weld examination results.

How does a turnover package feed installation qualification?

Installation qualification verifies that the system was installed as designed, and it draws its evidence directly from the package. Where the package is complete and indexed, installation qualification is a verification exercise. Where it is not, it becomes a reconstruction exercise at the worst possible point in the schedule.

What format should the turnover package be delivered in?

Indexed and searchable, with a document register at the front, and cross-referenced so a weld number leads to its log entry, its examination result, its material certificates and the drawing it sits on. Paper or electronic matters less than whether the cross-references actually resolve.

When should turnover documentation be assembled?

Continuously, as the work is performed. Packages assembled retrospectively after mechanical completion are where heat numbers go missing and welder identifications become approximate. Paul Industries builds the documentation as the installation proceeds so the handover is a compilation rather than a reconstruction.

What two questions separate a real package from paperwork?

Pick any weld on a drawing and ask to be taken to the welder, the procedure, the date, the examination result and the material heat. Then pick a material heat and ask for every weld it appears in. A package that answers both in minutes is usable. One that cannot is compliant paperwork.
