The two questions that separate real packages from paperwork
What percentage of weld identities were borescoped, and who witnessed it? A package can be complete and still rest on a small unwitnessed sample. Ask before award, not at handover.
Can you trace in both directions? Weld to material is the easy direction and most packages manage it. Material heat back to every weld it appears in is the direction that matters when a heat is questioned, and it is the one most often missing.

It is the evidence base for obligations the owner carries for the life of the system, not merely a contractual deliverable.
